Transfer of .NE.JP domain

My customer wants to transfer a .NE.JP domain name to our management, however, it seems I can not submit a request through the online tool. Could you tell me how to proceed?

Transfer of .NE.JP domain names must be handled manually. If you would like to transfer a .ne.jp domain name into your account, please contact support by email and ask for assistance. Before you make a request, please make sure to check whehter the domain's administrative contact has an email address in the Whois information. If no email address is registered, the transfer request will be rejected through inspection.
